太平洋国家カナダと日本の課題/ Japan and Canada, And the Challenges in the Indo-Pacific

10月11日、前駐カナダ大使の川村泰久氏を講師にお迎えして、日加協会第5回ラウンドテーブルを開催しました。「太平洋国家カナダと日本の課題」についての講話が日英両語で行われ、日加協会会員のほか、デボラ・ポール主席公使、ラポイント駐日カナダ大使館・広報書記官、などが参加し、講話後活発な質疑応答が行われました。

After Russia's invasion of Ukraine, there is a need for diplomacy to ensure the "survival and security" of peoples and nations. Cooperation between Japan and Canada as Pacific nations is important in the following four areas.

  1. For keeping international rule-based order by the UN, both countries are engaged in capacity building for countries sending PKO personnel of Asia and Africa. They are also jointly monitoring North Korean "ship-to-ship transfer" of coal and oil, which is a violation of Security Council Resolutions.
  2. In the area of economic security, in particular for the secured energy supply chain, the Japanese and Canadian governments and private sectors are collaborating on production of LNG, EV battery, hydrogen and ammonia, and an MOC was signed between the two governments in September. Canada also accounts for 11% of Japan's food supply (on a calorie intake) and is the most important supplier of potassium chloride. They carry a heavy responsibility to take a firm stand against economic coercive measures in accordance with rules such as the WTO and to maintain high quality trade through the CPTPP.
  3. Canada has a 60-year track record in attracting highly skilled foreign human resources, and it would be meaningful to have policy dialogue with Japan in the future.
  4. Japan and Canada enjoy a high degree of international credibility and can work together by listening to the voices of the Global South to bridge the "divide" in the world.
